An Introduction

Sultanpur, 22/08/2008                                                                                     TOP^

Dear Sir/Madam

It gives us immense pleasure to inform you that Kamla Nehru Institute of Physical & Social Sciences Sultanpur is organizing: K.N. Singh Memorial Fourth National Seminar  on Higher Education at the Face of New  Economy: Quality Assurance.

The shift in manufacturing service based on economy to knowledge based economy has had a tremendous impact on the economy of all the countries of the world. Global economy is changing because knowledge has assumed the role of physical capital as the source of present and future wealth. In the present scenario of centrality of knowledge economy to 21st century development, higher education has assumed unprecedented importance both within country and in international domain. New global realities in the form of broad economic, technological and scientific trends have compelled institutions of higher education to accommodate these developments and their various manifestations in the form of several paradigm shifts such as "national" education to "global" education, "state controlled" to an "open-market", "one-time" education to "life-long" education, "teacher-centered" to "learner-centered", and "higher-education system" to "higher education system driven by market forces". Its negative impacts such as increasing technological gaps, increasing digital devices, increasing inequalities and conflicts are of serious nature and are of increasing international concerns.

Recent surveys indicate a declining trend of per capita enrollment of domestic students in higher education. The number of foreign students in Indian universities is decreasing exponentially. On the contrary, the number of enrollment of Indian students in foreign universities is on the increase. These trends indicate that Indian Higher Education is going through a critical phase of evolution. Never has higher education been more important to India's long-term economic well-being and social progress than it is today.

The crucial question is whether our system of higher education can mould new technologies in ways that allow a skillful expansion of higher education within the orbits of available resources with an eye to become an active player in the new order. This seminar is being organized with a view to highlight some of these issues, challenges and points of debate which in themselves point in the direction that Higher Education has to explore in future. Sub themes of the seminar are as follows:–

  • Role of Higher Education promoting global competence.
  • Framework of academic assessment & administrative audit.
  • Realities of employment and Higher Education.
  • Analysis of regulatory frameworks with special reference to affiliating universities.
  • Paradox of technological up gradation & financial threat to institution of Higher Education.
  • To focus attention on the enhancement of the reciprocal nature of Higher Education and BPO & KPO in transforming national economy.
